Google finds some Cerium Oxide products.
One day my car was parked in a garage close to a paint job.
Everywhere were fine white sprinkles.
We used very fine sanding paper (IMHO grain 1500) to clean the windows. and I had a similar effect.
while googling it, I found, that you have to use a polishing mashine (like an electric drill) that's how those identical circles are made.
Nothing like shown in this movie or from Mr. Miyagi (wax on, wax off...)
