It's more of a societal thing. They recognize when they've comitted the crime and are willing to pay the piper for it. Has nothing to do with so called *white people prisons*.
Not everyone in there is white, but we kind of want people coming out of those prisons. If we put them in a small cage, and treat them like animals... what kind of people will move inn next door to us compared to the way we treat them here in Norway.
