I have seen this technology back in 2005; still I haven't seen any houses built like that anywhere. Also, the structure takes only 50% of the construction price. The rest, like plumbing, electrical wiring, flooring, windows, doors, painting and insulation still have to be done. So, if they cut 40% of the price of the house, then the structure must reduce from 50%->10%. By the way only the raw material for concrete costs more. Not very likely.

That's because building codes in most cities don't include these kinds of structures. Getting laws changed takes time and a LOT of effort.

And piping carpets and other utility fixtures are NOT 50% of the cost. If it's that high you are using imported marble and panda skin rugs.
