The Cojutepeque prison in El Salvador that housed 1,282 18th street gang members had to be closed down by the government because the authorities were unable to prevent the illegal activities happening inside the prison. The gang members were transferred under heavy security measures to different prisons around the county.

The authors of the project were artists Christo and Jeanne-Claude who first conceived it together in 1970.
