And yes our American space program is shit right now, not that we're all happy about that. The cold war was the primary (military) reason for NASA to exist. The cold war is past, America won the race to the moon and our government doesn't want to spend money on something that won't benefit the military. It's very unfortunate too as we're not all like that. Many of us in the USA want to see science and education take the forefront, not military spending.

Anyway... This construction is nothing short of criminal. That building is a danger to even be near let alone be inside of it. Do they not have building inspectors that check out the quality of work over there or something?

Many professionals has left eastern countries in last few years because of much better salaries in the west Europe. Now their job was taken by that kind of schlemiels.
