The creator of the “swimsuit” has been found, and it’s Joel Alvarez of the Black Tape Project. He created swimsuits using just black tape, gradually adding up some “splinters” which ended up being metallic gold colored. Girls are really almost nude, but still allowed to be showcased on the Instagram.
