Seriously, there are bad places here, but most of them are perfectly fine.
This is clearly a Hot-Pot meal that has cooled, you can see where the levels of liquid have reduced, the meal is over and the fats have cooled and floated to the top.
If you leave any food out anywhere in the world cooling that long you'll get flies.
