Don't let this stop you from helping somebody who really needs it. Not all are like these two cons. I give a couple dollars to the homeless on the streets of Philadelphia PA all the time. I know the chances are a few scammers will get a buck from me. That's OK. Universal karma works no matter if in China or Phila. The Lord knows our hearts and nobody will escape judgement day.
