Not defending the guy but at least it's better than what some americans do and just dump them in a desolate area and let them fend for themselves.
So you think that dumping an animal is systemic only to America? That's pretty ignorant to think that only Americans dump pets on road sides and in the countryside.
I'm not condoning what this guy did as such, the dog is obviously suffering from it, but at least the article says he cares for it with food and exercise and that's a whole lot more than some other dogs get.
I also chose America in my example due to the fact that some people think this kind of stuff only happens in poor countries.
Releasing it into the wild thinking it would somehow find a pack of buddies and learn how to hunt is pretty ignorant.
Look at any of the third world countries with feral dogs roaming the streets, do those look healthy and happy? Do they run into the woods to hunt small animals? No, they stick to humans and eat garbage and other leftovers, living in places cockroaches tend to avoid.
Compared to that I'd take a car and regular feeding/exercise any day.
Dogs are pack animals, but love to be with humans who are kind to them. The humans ARE their pack.
The man is doing what he thinks best for his dog. It seems cruel, and under different circumstances it would be, but he seems to love him and does care for his well being.
