That cop is 100% wrong. Parking lots are privately owned and speed laws cannot be enforced on private property. Ever get into an accident on private property? The police can make a report but cannot/will not make an arrest for 'careless driving', excessive speed, etc.

You're wrong Mr. Ree. It is privately owned, but if its accessible to the public like a mall parking lot, yeah they can give you a ticket or arrest you. Google it man. As long as the place or property is "accessible to public", the cop can exercise their authority. Therefore, cop can arrest you in your own driveway or put a GPS tracking on your car without a warrant. If they're "in pursuit", they can chase you, kick down the door of your house, and arrest you without a warrant. Its fuck up but thats the way it is.
