It could possibly be that the chain can take a higher load than the nylon strap before breaking, although I wouldn't bet on it. But as the chain is not supposed to break, you wouldn't get close to that at all. So even the nylon strap might be far stronger than needed in this specific application.
Yes, you can cut the nylon strap with a tool. Yes, you can cut the chain with a tool. Most likely, you would use similar tools for both (I have broken a pair of scissors trying to cut a nylon strap...). Maybe the thief, or whoever wants to break the chain, think it an advantage to open the chain: It can be put together again. The nylon strap you cannot.
