Two possible causes:
1. His toes absorbed all the shoe laces dye.
2. Some pankster hid razor blades inside the shoe.

They aren't the same pair of shoes. The top set has red laces and red toes. The bottom has white laces and white toe tips.

I just think the colour wasn't fixated, and the guy walked through a bit of water, and the colour came off a bit, thereby colouring his feet and socks scarlett :D
