Cute, but stupid. It's a well-understood psychological phenomena that people presented with a conflicting message or with mixed contexts are less likely to act. So, people seeing a homeless person with a fancy sign are going to be less likely to contribute because their subconsciouses are going to be busy trying to figure out why a homeless person has a fancy sign!

This is bullshit. Spend the time, effort and money getting these people a job and homes. Helping them be better beggars (and that point is very debatable) is no way to go about it.
