It contains as much DNA (on average) except when erect, when it contains a much smaller proportion of DNA because red blood cells and plasma do not contain DNA. If the inference is supposed to be that the sperm carries the DNA, that is only in the penis very briefly. A more accurate simile is that the testicles amount to RAID 0 storage, as each sperm contains half the information needed to make a new person.
