Answer: Apparently, there are bears in the park that steal trash cans. This device helps to prevent trash can theft, but obviously, this time, the bear won.

#8 Specifically it's a bouillon spoon for clear broth. In finer silver services, there are a few different shaped soup spoons. One for bouillon, one for bouillabaisse, one for creamed soups, etc.
