While the car did cross the line, if any vehicle is hit from behind (as happened here) the law is very clear that the motorcycle is in the wrong, regardless if he was speeding too fast for conditions (can't tell from this video). At worst, the car driver faces the legal issue of contributory negligence.
Change the situation to reverse the two vehicles. Say the car was moving at this speed relative to other traffic, and a motorcycle incorrectly crossed lanes in front of him, just like this. And the motorcyclist was killed. Would your opinion change, or would the car driver then be the selfish narcissist, and the motorcyclist be the victim?
Laws are written to try to avoid such possible bias. We may not like it, and juries can be persuaded otherwise, but there you are.
This is not always true in lane changing accidents. In lane changing accidents, if the merging driver didn't leave enough space between vehicles, they are usually assigned fault.
The biker has video proof that the car pulled in front of him across a solid line. Case closed.
Due care and attention?
What throws me is that the car just kept on driving as though its driver was distracted or completely oblivious to the situation. Hopefully no one was hurt.
