You nailed it - almost. That's Germany and in Germany a Meter is the distance, a speed-o-meter would be a Tachometer, an electricity meter a Stromzähler, a water meter a Wasseruhr, a illuminometer a Beleuchtungsmesser and finally a meter would be a Zollstock. I hope this helps.
