idk... i see two men, normally dressed both with helmets, stealing while riding the motorbike... like i said, with only that info, they are just two smart@$$es trying to get better. we dont know how many times or what else they stole...maybe its their daily routine... it looks like that (coordination, ease of execution...).
if i wouldn't have something to eat, i would sell that bike first...
overall, of course its bad when anybody needs to do this just to survive.
