I've seen a video of these firewood splitter machines. A foot pedal operates the hydraulics to push the blade down and it comes down pretty slow. I believe that as soon as the pedal is released, the blade will automatically return up.
Whatever that arching structure is over the road got knocked down by the truck coming forward under it.

That's a Western Union splice. If you solder it and wrap it in insulating tape it is a good splice Very strong, as shown. But you are correct that it is no longer approved for use.
