the only correct answer is 0%, however by choosing 0% it would make it a paradox and thus 0% would become incorrect, making one of the 25% correct...but by then choosing 25% it would again make the 0% the correct answer..

When we had landline phones...they worked when your power was out. Low voltage came through the phone line, and the phone co. had back-up power.
Unless a specific telephone pole where a transmitter and phone relay is damaged in say, a bad storm or single accident, both phone lines and electric lines are powered independently and operate off their own power sources.
the phonesystem has it's own powersupply. You can actually run a small lamp from it.
