Hard to believe but for safety. It is to dangerous if they try and cap it when it is that flammable and high pressure. So they burn off some of the lighter gasses in the oil and then come back later to put out the fire and cap the well.
Less environmental harm than letting it continue to eject oil, gas, water and sand. Was common practice in Kuwait after Iraqi invasion.
