#3- No. They tax around 75 - 100%, The same as Norway, depanding on the car type. And they dont charge anything for the drivers lincens other then fees for printing the licenens, and taxes. Thats what it might cost you in total, including teaching and driving exams.
#10 - So what? Many other countries have much longer mandatory training. Some 2-3 years. They might be military neutral, but for many years have been a haven for dirty money, and helping tax evasion..

Many other languages use one or the other.
