Johanna, a lot of cars have special tools for specific things. I don't know around the globe but in germany, those tools are often called "special tool xxxx" by the car manufacturers. It is unusual to have a special tool for a oil filter housing but those all-in-one-tools often don't do the job nicely. I don't see this as a very special thing.
