It's called an Inversion Table. You use it to release pressure on your spine by hanging upside down by your ankles.
The 2 problems in this video is that the safety strap wasn't attached to stop the table from completely flipping over. And of course, the guy did not use the ankle lock to keep himself in place once he's tilted over.
