It really is an interesting idea. The random person would not have been groomed for the position so, potentially, they can bring in fresh ideas and changes that can be beneficial.

Amabel, indeed, take carpentry for example. You can be the best carpenter in the world, but that does not automatically make you fir for managing or training other carpenters. You might not even like it; the reason you're really good at something is often that you enjoy doing it, so being promoted may be bad for both you and the company.
