Well, to a degree you're right.
Your phone is obviously not actively monitored. I mean recording and keeping track of billions of people is obviously not possible plus there's no real reason to.
But automatic programs do listen in for purposes of marketing and recommendation.
For example; I've had several times that when bingewatching a series I suddenly get YouTube videos about that show in my feed when I know I never searched for that series before. At certain point it's not a coincidence anymore.
