That is a scooter, AKA a "liquor-cycle", not a motorcycle. Very often when you see a person over college age riding a scooter it is because they've had their license suspended and cannot ride or drive anything else. I'll bet $10 that guy's riding his scooter because he can't legally ride or drive anything else.
