I guess its the Bundestag. Because of weird german voting laws the amount of people voted into it increases every time and they have to add seats so every Abgeordneter has a place. They want to fix the laws and even the Verfassungsgericht demands it but its a problem that exists for years. Correct me if I'm wrong
Not quite. It is an extra seat for a member of parliament (Erika Steinbach) who resigned from her parliamentary group but kept her mandate.
