In other contexts, they are. For example, they are named as such in color catalogues. Correct answer is that bw tv cannot show any chrominance difference, which is neccesary to reproduce colors.

Both are dealing with intensities of light on the spectrum, but are known as colors because intensity of light is considered intrinsic to making a color change. White changes red to pink and is a color mix, just like yellow and blue make green.
