Well that's an easy fix. Buy a laser pointer and tape it to something on your side of the fence pointing directly into the lens of his camera. And set up a camera of your own, that way if he tries stealing or turning off the laser you have him on trespassing. Otherwise he can call the cops himself to complain about your laser and try explaining himself to them...
