Unlike N.America where asking anyone to maintain anything that isn't directly owned by them is considered some form of socialism (it isn't, but that's another story), some communities in other nations do look for opportunities to contribute and improve the liveability for everyone - thus maintenance of lands outside of their designate allotment.
