It might be an orthopedic shoe. The other shoe seems to be of a different model, judging by how the cuff hangs.
Might??? dear lord...
Possibly broke his leg near the end of the bone around the growth plate when he was young. Damage to the growth plate causes the bone to stop growing. Happened to a relative.
