I think, your 1st part is about #22 and the 2nd about #17 ?

As you can see in #17: The machine to print the tickets works fine.
Solar panels work also in the shadow and don't need direct sun.

The first picture looks like the debris that washes ashore somewhere after a tsunami has flooded an area and carried everything away and high tide has brought it back. Kudos to him for helping clean it up.
