To reduce friction when pulling in the wires into the sheath. Otherwise pulling rubber on rubber would strip the insulation off and you end up by only pulling in the copper.
pretty sure the wire isn't pulled in the sheath, but rubber is mold-injected around the wires. the powder stops the 2 clinging to eachother
