Since the gate in gate valves tend to freeze in place after very little time and will strip the bronze threads when you try to open or close them, the failure to choose ball valves is the first mistake I see. The second mistake is the fact that the valves were installed in such a way that nobody could ever get a good enough grip on the valve handles to operate them while they were still operable. This setup pretty much guarantees that after a year or two the first person who tries to turn off either or both valves is going to wind up having to turn off the whole house at the meter, or at a customer valve if they're lucky enough to have one of those.
