The gag is on the automobile drivers. Instead of trapping all of the people waiting on the bus in an open shelter facing the road, the shelter opens onto the sidewalk, therefore when the idiot drivers speed by, the spray from their wheels will be blocked by the back wall of the shelter, instead of by the faces of those waiting inside. This is a brilliant idea which means its probably in violation of the ADA in the U.S.
