What people have actually been able to do this whole time is keep receipts for gas, and records that show the mileage of the daily commute. With this info on your tax return, you can get a work related deductions.
FYI- You can even do that with office supplies that you have to buy, including pens, paper and ink for your home printer, if you use one a lot. Anything that you need for work that you have to buy yourself is tax deductible if you have a record of it.

He most likely rents the apartment. Most rental agreements don't allow you to install things that aren't already there. He could request blinds from the landlord but installing them himself would likely void his security deposit.
