for most people yes it is. simple test hold one side closed breathe in. then try the other side. you will notice that breathing through one side will be much harder.

As for #31, babies younger than six months can only ingest breastmilk or formula. Some people say you shouldn't use tap water in the formula because of the fluorine, but actual doctors say it's perfectly safe.
