#6 True in many countries like Sweden, Germany, Iceland, Denmark, and... believe it or not... China and Russia as well. These and several other countries recognize that it's human nature to want to escape, so no additional penalties are issued if they're caught.
Also, Norwegian prisoners almost never even try to escape, because the prisons are so nice there.
