I've seen a couple buildings like this, it's a way to get around building codes. Usually they're grandfathered in on the ground floor footprint so they rebuild the building with those overhangs so they can have a bigger building with the "same" footprint.

They did the same thing in medieval times, house was taxed on area of ground floor, subsequent floors were much larger...
