It says above the picture, Travellers, a group that may be Romani (Roma) people, not actually Romanians, but there is a lot of Gypsies/Romani/Roma people living in Romania. There are other Travellers groups that are confused with them but not related to their culture.

Was shot by Lewis Hine. He traveled around the US to pinpoint child labor. And took nearly 20k photos, partly in secrecy. His efforts led to severe jurisdical restrictions facing the issue. Basically he broke the chain of child labor-low education-low family income-poverty. He was a good man.
