I've been a professional delivery driver, and I'm pretty sure what you're seeing is nervous fear and anxiety, not intentional provocation. My method of dealing with dog attacks was to drop the package and run straight at the dog, waving my arms, and yelling as loud as I could. It worked every time without exception, and nobody got hurt. (I did carry extra underwear, though.)
