It's visually impressive...but, usably ironic.
I wondered about that too. Could be to deflect the downward impact from bats and sticks. Cheese-grate some punks face with a well placed side kick. To inflict maximum pain when kneeling down on some thugs back when clasping the cuffs on him. Or, that it simply looks menacing.
