The bloke pictured is Nicolas Rolin, Chancellor of the high court in Burgundy. He was a merciless and very smart polititian. The haircut pictured is due to his life on Horseback, fighting (and winning) in numerous battles. The cutaway makes it more comfortable wearing a helmet and collar armor.
