I dabble in a bit of tattooing and theres no reason you need a stencil, the stencils there as a guidline, if you can already draw and tattoo stars confidently then no reason youd need to stencil.
I agree she's lying, theres no way a tattoo artist would be stupid enough to try and do that to someone. The reputation he'd get would cost him losing clients.
