no tina, your obviously not a professional driver. The slow moving car entered a two lane, two way roadway, in a residential area intersecting entering and exiting business traffic location. A fuel tanker had first exited and turned the opposite direction, and a double dump truck is parked on the opposite shoulder. This location warrants a speed of thru-travel with caution and not in excess of 25 MPH. A full 5 seconds passed between the time the slow car entered the roadway, and the speeding car passed on the shoulder. The speeding car that clearly was in the wrong and took the right-of-way that was not it's to take.
