You got it wrong.

The driver must have tried to make a U-turn. I can't remember in which Austin Power's movie you can see a similar scene, where Austin tries to make a U-turn in a small hallway and end stuck.

@K The street is frozen! See at #1 ...that dark stuff SOLID ICE...the lighten color of the street is a spot with no ice on it....This guy is probably making some turn (my conclusion from his front tires position) he was probably with high speed, then suddenly the guy jump on the breaks and TaDA...pure luck and skills :)
