The building is the John Jacob Astor Elementary in Astoria, Oregon, USA, where - according to IMDB - parts of the movie was shot.

The images are available on the silenthillforum in slightly better quality. Search for kindergarten there and you'll find the thread.

The bus seemed a bit too standard issue at first, but in both cases it's a Ford with the number seven on it.
