Christopher Horn made quality pictures of a burglar fleeing the crime scene immediately after his son told him about someone breaking into the neighbors’ house. The police identified the thief from the pictures and sentenced him to five years in jail. His loot was £15, a laptop and a bunch of DVDs.

You must be american. Because you can't do that in UK. Check out the laws about firearm possession. Also i doubt that someone could shot a burglar on someone elses property even in US.

Of course in Great Britain, the cops don't carry gun either, so they are pretty much useless.

5 years sounds way too high. America is a prime example showing that high sentences won't help reducing crimes. Hell, even one year that would be taken away from me would feel awful. And if I was that robber guy, I WOULD pay a visit to that guy.
