The difference:
In Indonesia, the first things that where rebuilt where the mosques, not the houses for the people. And the whole rebuilt was funded by the rest of the western world, only 6% of the total relief funding came from the arab world, i.e. from "poor" states like Saudi-Arabia, Bahrain or Kuwait.
The relief for the USA and Japan was financed by...

Number 1 - 5 is in aceh indonesia, i remember the whole people of indonesia raise fund to help those people in aceh,the neighbour country also help. I dont think the whole rebuilt was funded just by the western world.
